Is there any legitimate way to kill Cletus?

Other than standing outside the doorway and shooting him with pistols/nailguns.
Been playing the game for almost 10 years now, still have no idea how to do it.

you are actualy supposed to use the displays in the room but even then there is a high possibility you will get shot or cliped and take damage

How is the mini chainsaw not legit? It's an in-game weapon.

No clue why the mini chainsaw would not be legit, but if you really don't want to use it just hide behind the stands, wait for him to shoot six times and hit him with whatever you deem "legit" while he reloads.
Or just Mega Buster the sucker, but if the mini chainsaw isn't legit, I can only imagine the MB must be a borderline cheat... Somehow.

Bare in mind though that playing the game above 30 FPS allows cletus to shoot through the stands, so you may want to limit the FPS to 30 just for that fight.

i don't understand how having a higher fps would affect the game like that?

All three of those are subjective. Personally I think if they're in the game it's legit and not cheating.

Games that were originally meant to run at certain framerates may preform weird if the framerate is higher. Dead Rising originally ran at 30 FPS on consoles. There aren't a lot of bugs at high framerates, but there is something weird going on with bullets that let them pass through the display stand if the framerate is too high.
