Considering the game's story is a thinly-veiled critique on the "War on Terror" it's safe to assume Frank is referring to the 2001 Iraq invasion and/or the War in Afghanistan.

*never shot at a person before. Which is believable since hes a photo journalist, and while they are trained a bit for combat, they arent supposed to be too involved.
