It does but some servers may cap your FPS.

Incorrect. The framerate limit is solely client-sided. Servers won't interfere with your settings unless the server runs a third party mod that restricts the FPS limit. However, normal ranked servers won't restrict the FPS limit.

You can set 120Hz in game without problems.

About FPS, max setting is 250.

I get a steady 125 FPS on a 144hz monitor with no screen tearing so it will take advanatage of higher refresh rates.

I have a 144hz monitor and you can set the game at 144hz in the Black Ops settings menu.

if you wanna go higher than 75hz you can change the fps through console command, mine is around 120hz now, but im not sure does it still change from 75hz to 120

Raise your FPS limit, either with a console command or by changing it in the config file. There have been several topics in the forums concerning altering these values or you can Google how to do it for Black Ops, if you do not know how. I do not know what graphics card and CPU that you are running. Your max FPS and your ability to drive your monitor at a higher refresh rate may be limited by those two components. As an example, I currently have my FPS set at 144 in the config to match my monitor's refresh rate. However, my FPS counter says I am pushing 167 FPS.
