Unless I 'm mistaken, using a 60 HZ display, more than 60 fps would not be possible.
You can have more than 60fps on a 60hz display

91fps cap is removed by editing config_mp.cfg in <your harddisk letter here>:\Steam\steamapps\common\Call of Duty Black Ops\players
Find the line named seta com_maxfps "85" and change it to "150" or higher. Preferrably over 200 if you are on a 144Hz monitor for a smooth experience.
I know I'm late but the previous comment is implying that there are displays higher than 60hz. I have a 240hz display for example so would like to raise the fps above 91
