Report a translation problem
I would contact the Amazon seller and explain the situation. You may want to do the same for Steam Support, too.
The seller is Amazon UK themselves and the files on the game disk, the printed manual and the packaging are all definitely English and/or UK spec. As far as I can see, the only possible fault with the boxed game is that the activation code on the back of the instruction manual might be for the wrong country. It seems more likely that there has been a glitch at Steam's end.
I haven't tried contacting Amazon yet, partly because it's not going to be easy to persuade them to replace a game I've installed, but also because if it's Steam's problem then a replacement game might end up in German again.
This experience has made me very reluctant to have anything to do with Steam again but if I want to play Call of Duty games it seems there is no choice.
I have exactly the same problem. I purchased through Amazon a copy of the UK version of "Call of Duty. Black Ops". I do a standard installation on Steam, select English in language preferences, but when I run the program everything is in German!!!.
Exactly the same for me, recent Amazon bought copy of game (everything in English) installed as German & no options to change to English.
Contacted Steam who took a couple of weeks to get back to me & just suggested that I verify integrity of cache but this made no odds, currently waiting for another response from them - trying to get some answers from them as to where the problem lies, the Steam installation (and what they are going to do to fix), or the game disc/activation code (so I can get onto Amazon to sort out).
It is very difficult to have sympathy with software companies' complaints about piracy when their efforts to stop it cause this much difficulty for legitimate paying customers.
Looks like i will have to contact Activision.
Why cant we go back to the old days when game was on a disc and you only needed all this security to play online.
I dont Like Stream, as it means you cant sell on your old games if you update.
All this hassel is putting me of buying PC games.

Bloody annoying though that you can't just buy a legit game & play it anymore.
