And why do you have the Russian files if you speak English?

Maybe because I live in Russia and Steam have Russian version, but it's horrible? :D
How did you buy it? Retail or on Steam?

You won't be able to change to English. Back in 2010 - 2011 loads of people in places like the United Kingdom and the United States were just buying Russian keys for the game because they were much much cheaper than their country priced them at. Valve caught onto this and started removing the game off people's accounts who had done this. They also stopped people being able to switch to English on the game, so if they wanted to play in English, they couldn't.

In 2011 there were some language files uploaded somewhere by someone that you could use to change from Russian to English, however the game glitched a lot with these and as far as I know Activision or Treyarch have had all the links for it taken down. So now there's no way to do it aside from asking Staem Support to remove the game off your account and you rebuy it in English. Note if you buy it from the Steam store then you can change it to all languages with ease.

Good idea with Steam Support, thanks! By the way, I've already made game english, but not fully english. That's why I need those files, can't find them in internet.
