Why? Because the programmers and creators didn't finish the game. Bugs, lags, crashers, bad FPS, worst graphic bugs and if you don't have 6 GB of RAM or more you won't be albe to play it.
In comparison, Black Ops 2 was a bit of a let down in my opinion. The story in the campaign is pretty weak, zombies is fine (prefer BO1 maps though), and the multiplayer, at least to me, wasn't all that fun.
Ultimately it comes down to what you like more, but personally I think the first is better, and the online is still very much active, you won't struggle to find matches.
