2. You're also not allowed to be modfiying the language files, or any of the language files in fact.

4. The only way is to rebuy the game in English, though you will first need to get Steam Support to remove the existing game from your account in order to do so.

Legal or not you are still not allowed to do this on Steam. And it was a bit obvious when you had to connect via a Russian IP to activate it.
If you're not going to re-buy the game in English, then we have nothing more to discuss. You only bought the game on there so it was cheaper, this does count as tax evasion in the US and it is pretty much a middle finger to Valve. In future I'd suggest purchasing keys from within your own country.
