"properties". there go to "local files" tab at that little window and click on "verify integrity of game files". wait until the process is complete, then preferably repeat the same for other portion of the game as well (you can download it if it isn't yet).
- try updating DXSETUP.exe and vcredist_x86.exe from where the game is installed on disk. those are important things for video games running on Windows, and may cause various troubles (such as crashes) if not properly installed. by default, they must be located at;
Program Files (x86) / Steam / steamapps / common / Call of Duty Black Ops / Redist
- ensure that you have the most up-to-date versions of your graphics and audio drivers, and preferably a properly updated version of Windows 10, too. as you did a fresh OS install recently, maybe certain things on your PC aren't currently in good shape to run this old game yet, whereas the problem didn't exist before the the OS install.
- for some players, certain background applications are known to cause software conflicts with some CoD titles. if you have such things running, you might try closing them temporarily for testing purpose. a few examples could be; MSI Afterburner w/RTSS, NZXT CAM, Nvidia Shadowplay, Fraps, any VPN programs, various mouse/keyboard utilities by Razer, tools used for multi-monitor setups, anti-virus software (especially Avast and AVG) etc.
if you're currently using more than one monitor, you can try unplugging additional ones to see if that works. some older CoD titles are infamous with crashes, when it comes to support and optimization by devs regarding multi-monitor setups.
you should also try clearing download cache on steam. in case of games not launching properly, it's known to help for some players. to do that, click on "steam" at top left of main window and select "settings". there go to "downloads" tab and click on "clear download cache" at bottom. you'll need to login to steam again, so click "OK" when the window asks.
if still no luck yet, you might try deleting your config file for the game. when there are some broken parameters inside it due to incompatible values, the game could be refusing to launch. when you delete it once and then restart the game, a new config file with default settings will be auto-created. by default, config files of Black Ops must be located at,
Program Files (x86) / Steam / steamapps / common / Call of Duty Black Ops / players
config.cfg is for campaign/zombies (delete this for testing purpose, then start the game)
config_mp.cfg is for multiplayer (no need to touch this, as you have no problems with MP)

Keep in mind, do NOT use msconfig to do this, it can brick your system!
If it works there, we know that a program is preventing black ops from startup.
If it doesn't work there, we know it's a file/driver related problem.
But multiplayer does?
