you buy the zombies chronicles pack and you'll have 9 maps to play, better graphics better movement better weapons better everything really. and it has amazing maps, some are casual like kino and ascension, and some require lots of setup like shadows of evil and origins. I switch between bo1 bo2 and bo3 very often, and I find myself play bo3 the most. online is very alive too.
I am going to answer this from an experienced player that has spent way to many hours playing cod zombies and by that I mean Treyarch or Nazi Zombies.
My guess is that you are asking for PC specifically?
WAW, BO1, BO2 or BO3 are the only games that new player should consider for PC.
Black Ops 4 is casual friendly - by deviating a significant amount with specialists weapons, equipment and requires players to pre select the perks that they want to buy for that game. Black Ops: Cold War is very different in that it "gamefies" everything, you have two different currancies and can buy self reviewes, tacticals / equipment, lethals and killstreaks. You can upgrade your weapons rarity to improve it damage and buy and uppgrade armor.
BO2, BO4 and BOCW are online only for PC with BO2 having a free third party version / patch that sort of allows for offline play on PC.
BO3 has security flaw on PC that can allow other users to remotetly access your PC.
There is supposed to be patch on the steam community but I have not installed it and do not know if it works. My understanding is that you need to be in a lobby with a player for this exploit to be used. The advice would be to not play BO3 on PC with randoms.
WaW on Steam gives you all 3 dlc maps for free. You have World at War weapons, only 24 zombies in solo (except for the final map called: Der Riese) and also custom zombies maps. WaW was the first zombies game is by far the glitchiest game. This does not mean that it is prone to crashing, but it does affect the zombies and gameplay somewhat.
BO1 does not really have custom maps - at least not that I think. It is very much improved in its mechanics and gameplay over World at War. It really does not change that much besides adding main quests, adding 4 new perks and adding to the story. That last part does not really matter because the story got retroactively - the events did happend but it all part of interdimentional catchulu aliens, multiverse and a war of by the forces of good against evil - changed with the 4th DLC of BO2 and with the start of BO3. It comes with 1 easy free map, one hard free map and Dead Ops arcade which is a top down shooter.
The maps are unique and the setup process is simple. 1. Activate power. 2. Activate Pack a Punch. 3. Play until you die or get bored. 4. Listen to hidden radios or do the easter eggs.
The 4th DLC includes all World at War maps with WWII weapons as wall weapons and Black Ops weapons for the mystery box. The simplicity, movement and spawn mechanics are why I as a high round player prefer BO1 over BO3.
BO2 has futuristic weapons (but still not pew pew laser guns), some of the best and worst maps. The good maps are very story / quest focused with the setup process for most BO2 maps being time consuming. The base game comes with 1 large map called "Tranzit" and it is one of the worst maps ever made, it is a boring and baren wasteland that is tedious to and joyless to play. The 3 free survival style maps are basically sections of Tranzit that are cut of. "Town" is simple and relatively easy fun, "Farm" is smaller and harder and "Bus Depot" is a brutal and unforgiving experience.
BO3 changed the most. On PC it has custom zombies. It added alternative ammo types, specialist weapons, gobble gums and you are able to level up weapons to be able to apply and earn zombie camos and unlock attachments and gobble gums. Playing in offline mode gives everything for free but there is no progression and your game is not counted to the leaderboards. It als continued the buildable items that were added with BO2.
BO3 has futuristic weapons, that are still bullet weapons and the only complaint that I would have is that there are not really any bad weapons, like there were in the previous games. DLC 5 "Zombie Chronicles" and combined with the community remake of BO1 Call of the Dead allows you to play all BO1 and World at War maps except Der Riese which is a seperate DLC for BO3. It also includes one of the best maps from BO2 "Origins" I would suggest buying "The Giant" first as Shadows of Evil is hard for new players. Unless want to start of custom not want to start of with custom maps or pay for the more expensive DLCs. DLC2 "Zetsubou no Shima" is a map that I like but is very tedious and not beginner friendly, so avoid it until you have run out of maps to play or it is on sale.
The zombies spawn faster and hit the player faster than in previous games. It also continued the tendency (from BO2) of having zombies spawn from outside of the map in addition to "windows" / barricaded areas. It comes with one starting map and Dead Ops Arcade II which is a top down arcade shooter. The starting map is really good, like to five maps ever made. But a new player is not going to appreciate it due to the difficulty learning the setup process.
TL;DR
With DLC5 or maybe even just with custom maps then Black Ops 3 by far going to allow you to access the greatest selection of maps.
As am experienced player who plays primarily to reach high rounds I personally prefer BO1 because of the movement, zombies spawn mechancs and the fact that the zombies can "collide" into each other which allows you to manuever an entire hoard of 24 zombies in tight spaces. Black Ops 3 could have been perfect if it had kept that feature.
I do not know of about the security of WAW, BO1 or BO2.
BO1 and BO2 both have hackers in MP, but pretty much all of the older CODs have that so that probably does not speak to the security for in terms of your PC getting hacked.
That said, BO3 and MW2 are the only CODs that I have read about security issues for PC.
Yes, if you are not willing to pay for DLC then World at War should be your best choice.
I might have forgotten to mention that BO1 also has custom maps but to a smaller extent.
I do not know how more expensive WAW is compared to BO1 or BO3. You could buy BO3 and then only play custom maps given how many there are, but if BO1 is to expensive then BO3 probably is to.
There are a few very important game play related things that you should know about World at War. These issues do not apply to the BO1 and BO3 version of those maps.
I am somehow forgot to mention these earlier.
1. For solo you only have one life and there are no self revives. Going down will end your game. On BO1, BO2, BO3 you can buy a perk (for a maximum of 3 times) called quick revive that will allow you to go down once per use and not die. On coop this perks allows you to revive your teamates 50% faster, on solo it does nothing. Teamates that are not reviwed after 45 seconds will bleed out and respawn the next round with their points intact but their weapons gone and equipment gone, except the bowie knife on der Riese.
2. On the map Shi no numa, during "dog rounds" - special rounds where only "hell hounds" can spawn. You health regeneration is reduced to 4 hp / per seconds. Your health will not be accuratetly reflected by a red screen even when you are 1 hit away from dying.
3. On the map Der Riese, electricuting yourself with the Wunderwaffe DG-2 - the electric lightning gun that can always kill 10 zombies on any round with a single shto - will disable any health regeneration when you accidentally shoot yourself with it. It deals explosive splash damage. And will result in you either dying in 2 or 1 hit depending on if you have the Juggernog perk that increases your total health.
4. The juggernog perk that increases you health works different on every map. But with it you can expect to take at least 4 hits from regular zombies before going down (coop) and dying (solo).
That is good. The good thing is that the self damage for the DG-2 does not apply to Shi no numa. I just felt like these were important things that I forgot to mention. At this point I am tempted to make a video on the different games and on which one to get for PC.
Based on how much money you are able or willing to spend I would recommend World at War. As far as the video is concerned. I have never made a video before and I think that I was more expressing my thoughts about it. That is to say, please do not wait for me to make a video or guide on it before making a decision as to which game to purchase. Because that is going to a month at minimum - assuming that I do it.
You won't be able to play World At War online. Any copies sold from 2017+ ish onward have expired CD keys.
I do not know why you would take the World at War versions of the World at War maps of over the Black Ops 1 versions of them, especially with all of the improvements that Black Ops 1 zombies has. Unless you care about being able to use the World at War Mystery Box weapons.
