does my friend need the dlc zombies maps to play the dlc maps that i own together?
Basically, if i player own the rezurrection maps and my friend doesn't, can we still play the rezurrection maps online without my friend having to buy them?

Right!
Both of you need the DLC maps!

I can't actually remember any shooter game where the answer to this question would be "yes" (regardless of PC or console). DLCs are a great way for game companies to earn extra profit in online games, and such a system would financially hamper them.

But it would be a cool system in some way.
Imagine having the option to playtest the DLC before you buy, like a game Demo.
I don't know, in terms of zombies, having the option to play till wave ten or so.

@lewosch Payday2 had that system. One person needed DLC only

it's really nice if that's the case. I had Payday 2 in my library but haven't touched it yet, whereas I had played the first Payday for a little bit. I just heard the game was infamous for the number of DLCs, and even remember some complaints due to update frequency.

Well considering that I stopped playing payday 2 a long time ago (probably for at least a year since I last played), I don't think I have plans to come back. There are still some new dlcs released for that game to this day.
