I suppose by saying "full game for $60", he means base game plus all four map packs. it's obviously expensive for a 10-year-old game, but "not too bad" for someone who wishes to get the game immediately, even before waiting for steam winter sales.

the typical discount percentage for base game & DLCs on steam is 50%. honestly, I wouldn't recommend anyone buying black ops DLCs in 2020. multiplayer DLC maps are in rotation only in few of the servers and they're rarely populated anyway. as for zombie DLC maps, they're usually empty in public lobbies, except occasional der riese and moon games. unless you already have friend(s) to play them with you, DLC maps would require finding partners in forum or discord.
if you're OK with shopping from third party stores, you can buy a key from there, especially if you find one for less than $20. when using those websites, you should also check product description for possible region and language restrictions (keys of censored german version or russian-language-only keys etc). otherwise, just wait for steam winter sales which is expected to start only two weeks later.
