HK21's fire rate is slower but it has more ammo capacity and higher damage per bullet, compared to RPK. if black ops 1 had double tap v2 perk (introduced in bo2 zombies), HK21 would be a beast and even slightly more better than RPK, in my opinion.

bo3 has many overpowered gameplay elements (gobblegums, double PaP, weapon attachments etc.) compared to pre-bo3 zombie games; but as you said, Dingo is the right answer if LMGs of all five treyarch zombie games are evaluated together.
