Lower the frequency of your mouse.

Verify your game cache then give it another try. If the problem still exists, defrag your HDD.

As I told you above, try to defrag your HDD. Don't ban this choice as it's a possible solution. Aside from verifying your game cache and checking your connection with Steam, you may also need to manually run secondary installers required by this game. Exit Steam entirely. Browse to your Call of Duty: Modern Warfare 3 installation folder (Usually C:\Program files\Steam\Steamapps\common\call of duty modern warfare 3\)

Run the following installers:

•...\Steamapps\Common\call of duty modern warfare 3\redist\directx\dxsetup.exe
•...\Steamapps\Common\call of duty modern warfare 3\vcredist_x86.exe

Reboot your computer and test any issues again. If the issue persists, contact Call of Duty: Modern Warfare 3 support or the Steam Support.

If worked fine with another mouse, then the mouse in question is broken? Is in warranty?
I had a mouse that the sensor stopped working, and i replace it for a better one under warranty credit (Store couldn't replace the broken, then i got the credit).
