It's always been safe in the sense that there isn't much cheating that follows you off game.
Id estimate though that about 60% of the matches you play will have one of more cheaters.
You can use the plutonium launcher to play a moderated mw3 multiplayer, but there's like 5 people on it at any one time.

i dont play anymore cuz its infested by hackers...the good old days are gone unfortunately...same happens on mw2, bo2, my 3 fav cods of all time

This is sad I played it for years and everything was fine until one day they tried to hack me. From then on, I stopped playing it, but I want to play it.

apparently i heard u can actually get malware from playing mw2, ps3 version is fine but with accounts made after 2018 they dont save multiplayer (same with this game and black ops 1 on ps3)
