PS:
please not another "crouch-or-sniper-only-server"
i mean that is only to make LAN server and not Internetserver...so you cant see the server in the internetlist but for lan party works this.
I believe those are LAN, like jj said.
you must from your server(from your pc) sent a signal to steam!!!!!!!!!!!!....that steam see that the server is yours.and so you CAN see the server in the internetlist. !!!SORRY!!!! i dont know where i did that(but that was NOT from RCON ingame ), so i cant give the right answer (5 years ago and i did much thinks to have this server)... for making my server perfect and playable i needed 7 days :D i maked my server with less help

So, when you got so far that your server will show up as LAN visible but not listed on the online server browser double check whether you did all steps in the correct order:
1. Install steam on the server
2. Logon with your account
3. Download the files steam Library -> Tools -> MW3 ded.server
4. Make sure you got NAT Type open or moderate in MW3 ded.servers bcs it won't work with NAT Type strict. (Port fwd. the correct ports in your router settings to your Server-PC)
4. Close Steam (fully make sure its not still on the tast bar)
5. Copy Steam.dll to the server directory
6. Configure and run your server
Example for a start line:
iw5mp_server.exe +set dedicated 2 +set net_ip YOUR-IP +set net_queryPort 27014 +set net_port 27015 +set net_authPort 8766 +set net_masterServerPort 27016 +set sv_config server.cfg +start_map_rotate
The following message should pop up:
Steam Game Server connected. Local IP YOUR-INTERNAL-IP, Public IP YOUR-IP, Game Port 27014
Steam Master Servers found (2). Server will be Internet Server listed.
If you get this message:
"No Steam Master Servers found. Server will LAN visible only"
then check again your IP settings and whether the Steam.dll from your steam directory is located in the correct dedicated server root directory. Also restarting your rig might help. Plus make sure you got the correct/current ded.server Version installed.

It only comes up in lan and thats with the PC in DMZ with the correct ports open..
