I bought the MW3 Collection 3, Chaos Pack.
I don't have the Chaos Mode, I don't have the unlimited waves, I don't have 4 spec-ops maps. What is going on?

Same here.
I also bought DLC pack 1 and 2, all i got is 1 extra survival map (Terminal).
If i try to play missions or chaos it just opens the store page!

What the heck?

I contacted Steam support. Did not get any response, but not sure if they did something since now the game works!

I also deleted the appcache folder from steam main folder, restarted steam, right click the game, properties and verify game files.
Then i started multiplayer game, after that single player, and suddenly the DLC was available.

I tried both contacting Steam and deleting the appcache folder. It didn't work for me, will try again soon. Damn motherboard died, need to wait for it to get fixed before I attempt you method. Thanks!
