Yes. What seems to work is to keep trying to launch; that is, when it fails, try to launch again, over and over, until it launches. From then on it will launch like it should.
For some reason, It seems that the "update executable" thing fails and needs several tries.
I'm not sure anyone knows for sure. It may have happened with the latest Windows update. Win10 and Win11 both have the issue.
As far as we can tell, the main problem seems to be that the executable needs to update and it takes a few tries (sometimes a lot of tries) for it to happen.
I doubt that Steam can do much to fix this, except to hopefully include the updated executable in future downloads. It has affected MW2, MW3, BO2, and BO3. It also appears to have happened to games other than CoD titles.
I have always used the start menu shortcuts and it still required many tries to get it work on each of the six times I encountered it.
