1.Add -d3d9ex to the launch options in the properties.
2.Start the multiplayer; for some reason, it works.
3.After starting, remove -d3d9ex and launch the single-player launcher again.
Others have done many other things that say fixed it. I think it's just that it finally works at some point. I have not had to make any settings change or install any mod. The same is true for MW2 and BO2, which have also had launch issues.
In fact, this has worked for me for three different CoD apps, twice -- the second time was after I moved them to a new partition. It worked all six times.
No compatibility mode or mod or any other setting change is necessary.
this is needed to be done for MW2, BO1, MW3, and BO2 right now
1. Go to the install folder
2. Right click iw5sp and open properties
3. Set to Windows 8 compatibility and check Run as Administrator
4. Right click iw5sp and click "Run as Administrator"
5. It'll redirect and will go through the standard Steam game startup by installing programs like Direct X. Just don't stop it and let it run even if it's not doing anything for awhile.
6. After a bit (the blue stop button turns back to the green play button), MW3 still won't start at this point, but that's okay. Go back into properties and disable "Windows 8 compatibility" and "Run as Administrator"
7. Close the install folder and start the game in the Steam browser
I know this works because my friend also bought the game and I walked him through the same process and we're now playing the game co-op.
Mashing launch didn't work for me.
Trying over and over sometimes takes a dozen or more times.
Just to be clear, we're talking about clicking launch once, waiting for it to fail (or not), then clicking it again. It only took me 3-6 tries for each app, others have had to try many more times than that.
