I finally solved it by installing the most recent Physx after having done an hour of searching online for solutions. I hope it helps
At least I started trying the compatibility modes on the Singularity.exe in /Steam/SteamApps/common/Singularity/Binaries, and voilá, Singularity started working on compatibilty mode on Windows XP (SP2). Using here a AMD Athlon64 X2 6400+ with 4GB RAM, Radeon HD5770, Kingston SSD and Windows 8.1. Hope, can help someone with this solution. Have fun! Greetz from Berlin

Da ich Singularity nicht starten konnte, trotz Neuinstallation/Upgrade der PhysX-Treiber, gelang es mir dann über die Aktivierung des Kompalitätsmodus mit Windows XP (SP2) an der Singularity.exe im Ordner /Steam/SteamApps/common/Singularity/Binaries, das Spiel endlich unter Windows 8.1 zu starten. Vielleicht hilft das dem/der Einen oder Anderen weiter. Viel Spaß!
