Both have action, time effects are really strong in Timeshift where you can alter time it self. You can kill a guy, rewind time and kill him again!
Singularity doesn't have these time skills, only to revert or rewind enemies, where Timeshift has the time effect to rewind time of enemies and objects.
If you can then get both. Just know that TimeShift cannot run if you have hyperthreading enabled so be sure to turn that off if you're going to play it.
If you are deciding which game to get, look at the comments in this thread and many other online sites.
If you are gona tell op which game is the best, then don't, op already made his decision.

For time powers I wouldnt even recommend Singulairty or Timeshift, I would recommend Dishonoured. You dont get your time powers straight out of the gate like you do with Timeshift but when you get them it feels so much better than both of these games becuse you will mostly use melee and crossbow attacks which look awesome when you slow or stop time.
After you complete the main game in Dishonoured there are DLC missions/challenges that use the time powers specifically to a great effect. You also get replayable challenges that are more open world and let you do whatever you like, the biggest problem I have with Timeshift and Singularity is the lack of replay value.
