How can I buy this game legally?

I understand that this game was removed from Steam, but is there any other ways to buy this game? Is there any chances it will back to Steam? Maybe I'm a newbie in this questions, but I just can't understand why it was removed from everywhere. Developers and publishers don't want money anymore? It looks like game is still in demand.

EDIT: I'm interested not only in Steam copy.

It was basically removed because Activision shut down Bizzare Games, the studio which made Blur. Pretty sad because it is still one of my favourite games and I would really like to have the PC version.

it's not impossible but you might regret buying an overpriced steam key. It'll be easier to get it on consoles as you can find a used copy of PS3 or Xbox 360 game. I think this is digital exclusive game for PC on Steam similar to other Activision games that game on PC like 007 Legends, The Amazing Spider-Man series, Deadpool etc

Oh, it's possible to get it, but it costs $1000+ now just to have it on Steam

People still have steam gifts of the game, if you want Blur on Steam that is literally the only way to get it at this point. Otherwise I would say get the game off Amazon or Ebay for 360 or PS3 still just as good on there.
