What's the point to characters leveling up?

Sometimes I get a message like "Shanks is now level 3" or whatever. But what does it actually do?

It increases damage and defence of a character in story/wanted modes

There are alot of reasons to level up. There are a TON of wanted posters, and i mean alot.
So leveling up your team to those isnt really a bad thing
