I'm still trying to get Golden Luffy myself, but it's only offered on the EU site and consoles, excludes NA PC. (Debating using a proxy just for that)

That being said, if anyone could hook me up I'd appreciate it and even be willing to get you a game for your troubles.

Did they really make it so you couldn't get it in NA? That's really frustrating.

Unfortunately, the NA rewards area has exchanging store purchase points for like a Funkopop Jin Kazami figure, 2 Naruto themed plates, a Naruto figure, or a lanyard and that's about it. I'd almost given up on getting Golden Luffy, since he is available in EU free or $1 on consoles (also included in their Gold Ed.) but not NA PC.

That being said, I did have a really nice person provide me a code and made a new friend. :)

Very dead thread, but I wanted to let you all know that there is still a way to get this DLC. This works even if you aren't from the EU since the DLC is not region-locked. I contacted Bandai Namco EU's customer support and someone was kind enough to provide me with a code.

Go to https://service-en.bandainamcoent.eu/app/list/p/7074/ONE%20PIECE and scroll down to "Contact Us". Create an account if you don't have one already. I chose UK as the country just in case.

Once you can enter the details for the ticket, choose the following:
For the Game, choose ONE PIECE > ONE PIECE: BURNING BLOOD > PC.
For the Topic, choose Products > DLC & Codes.

Then just kindly request a Golden Luffy code and send. I received a response with the code in less than a day.

bandai EU support response was: "We are happy to hear that you are a passionate fan of One Piece Burning Blood and would be happy to give you a code for the Golden Luffy DLC if we could, but unfortunately, we do not have this possibility."

There is a possibility that the content might be available in our Club! store, as it offers a lot of different DLC for many games, however, the website is currently under maintenance, which means that it will be needed for you to wait for it to end in order to check:
