As it Seems, You need to wait for the next OP Release and Enjoy this...
They don't care about Users and Problems.
They just wanna make Money and give a Fugg about Us.
And Bandai Namco and Spike Chunsoft stopped patching and supporting One Piece Burning Blood because they're working on the sequel.
If you paid attention to the interviews, the developers stated they developed One Piece Burning Blood for the fans.
The One Piece community has been waiting for a new One Piece fighting game since the One Piece Pirate Warriors series.
Even the producer "Koji Nakajima" and director "Hiroyuki Kaneko" said in an interview they want to turn One Piece Burning Blood into a franchise.
I don't know why you comparing Dragon Ball Xenoverse 2 to One Piece Burning Blood. Both developers and games have their own focus.
The fact you said only a few new characters only proves to me you know nothing about Spike Chunsoft games.
Dragon Ball Sparking Neo had 22 new playable characters.
Dragon Ball Sparking Meteor had 20 new playable characters.
Dragon Ball Raging Blast 2 had 22 new playable characters.
I didn't count transformations.
If the sequel was planned to be released this year then we would have a few new playable characters, but it's not.
So no we are not getting a few new characters. We are getting 30+ new playable characters.
The characters that didn't win the Grand Fighter Vote will be part of it. Kaku, Magellan, Arlong, Kuro, Krieg, Vergo, Cavendish, Senor Pink, Diamante, Trebol, Tashigi, Rebecca, Vivi, and Coby.
Not to mention, they put so much effort and detailed in their stages. The Sabaody Park would be a beautiful stage. Arlong Park would be fun destroying it every time you knock the opponent team memebers out of the stage. Kuja Combat Arena and Foxy's ship both should be included because they were all about fighting. The developers can add easter eggs Boa Hancock with her crew in the background cheering Luffy and the StrawHats in the background cheering Luffy fighting against Foxy, same goes Foxy Pirates cheering Foxy.
The One Piece games community manager already said the PC version matches the console versions. The console versions are both 1080p and 30 FPS.
The topic user might as well wait for the sequel because I'm sure the developers will use the PS4 Pro and Xbox One Scorpio boost power to make the PC version better.
about burning blood.. welp im not fan but i like this game, i never watched anime, story kinda sucks, but good selection of unique characters compensate it. the only issue i have are costumes, wtf, its cut-off feature or something, i only noticed like 2 characters can switch "costumes" and it just alter few their features. never seen anything that poor in any fightning game.
One Piece Burning Blood story mode was mostly teaching about haki vs logia. I know most people were expecting a full story mode of the series so they don't have to watch 700+ episodes or read 800+ manga chapters, but Spike Chunsoft didn't have the development time for that. I'm sure the sequel will fix that, but it won't be very detailed because they also need to focus other aspects than the story mode. There are not many costumes because they didn't have the time or budget based on adding costumes as DLCs for support.
I mean, they didn't even add Boa Hancock Amazon Lily Outfit. Just her purple dress.

This is their first One Piece game so I'm sure they improve in the sequel. Just like they did for the Dragon Ball Sparking series and Dragon Ball Raging Blast series.
my point why the story is badly made is because it dont introduce all characters available in the game, or wont let you even play them in story.
so for example you have x favourite character and the only way to play it, is outside main plot. they could make normal arcade mode like in most fightning games for ALL characters, without super cinematics, just some dialogs. i anyway skip all cinematics...
the one good example of arcade mode im thinking about is anime game jojo bizarre adventure for ps1. even minor characters have "what if" little arcade plot where they reach their goal that they failed in anime, is kinda cool when you are fan of some minor character. also they could use for this purpose the map with islands just similar to "Pirate Flag Battle", is actually my fav mode. so you would see where your character are going to fight next.
there are a lot of cool costumes they could add:
