Scouts do not provide artifacts?

I've got 4 scouts left over from before the update, it has been two days and I haven't seen any artifacts appear beside my planet, only the ones that randomly spawn in-system, it might be bad luck, but such rarity probably isn't intended

you are just getting bad luck, i have 10 scouts, and i am getting 2 artifacts to spawn next to my planet 1 after the other.
