The important things that every hero should remember (spoilers!)
The insurance only covers for 1 million dollars per claim, so don't nuke an entire city in order to kill a few villains. When you get 3 or more claims in a year, your insurance might be cancelled. Damage done by fire weapons, and blade weapons, is NEVER covered. So don't take out your gun to randomly shoot people, as you'll have to pay up!
Since heroes tend to be very busy, and should not spend too much time travelling in order to attend a court in the case of a claim, there are even 4 (four!) cities that have a special court for hero claims (claims filed by heroes, or filed against heroes). You also get a free attorney when you get a claim against you! How nice of them!
The government is doing everything to accomodate the heroes, so the heroes can fix their thoughts on actually being the hero, by saving citizens and arresting villains!
