Ok so i restarted the game, got to the fortress and still ahve 0 idea of how to get to him, i have the elevator powered but i camnt fiond the way to him, the ♥♥♥♥ am i supposed to do?

When you're climbing up the right side after shutting off the generator about half way up there's one of those things that shoots a beam when you stand in front of it. Get it to shoot that beam into the breakable wall, then go through.

Yeah i cant get to him on the fortress since i kept going up, so i have to go to the city.

I believe you have to beat the boss, then head back into the fortress to get him.

I missed him though, and got him in Tai.
