Now that I think about it, it is 2018, so Dirt Rally might not be available to purchase 2 years from now.
Any further information you need on the game's PC version can probably be found here: https://pcgamingwiki.com/wiki/Colin_McRae:_DiRT
They're on Xbox 360 too so you could get them there.
Rally uses no licensed music, afaik. Assuming that's what typically expires first, rather than any car licensing, as I don't see other older racers being barred from sale.

The first title in the series, was released for the PlayStation and Microsoft Windows platforms in January 1998 in the United Kingdom and United States.
Colin McRae: Dirt (2007)
Codemasters revealed that a new McRae game was in development for Microsoft Windows, Xbox 360 and PlayStation 3. It title is removed from steam store due to the license expired.
Colin McRae Rally (2013)
This version shares the same name of the 1998 release but the game's content and driving model are taken directly from the 2000 title Colin McRae Rally 2.0. This version was released on iOS in 2013 and ported to Windows, OS X and Android in 2014. It is a poor version and removed from steam store.
