AMD and Nvidia haven't even released drivers meant for DiRT 4 yet.
The latest Game Ready driver from NVidia was for Tekken 7 and Star Trek Bridge Crew.
Also, he's livestreaming. Livestreams do tend to lower framerates, even on relatively fast rigs like this bloke's.
Drivers don't normaly improve performance, in rare cases you maybe get max 10% boost in performance with certain newer gpus.
Livestreaming requires a lot of cpu power (which he has obviously with his 8 core-16 thread cpu), the gpu has nothing to do with livestreaming. Also racing games in general aren't cpu intensive, unless you have a lot of AI cars at the same time on the screen (same goes for multiplayer) and rallys stages have 0 AI on them, which means the gpu is doing the most work here.
if you dont know certain gaming videos or instances youtubes compression sucks. sadly in certain views recording Dirt 4 you get pixelaition.so it may look worse from streams or youtube than it actually is.
i know i record it at 60 fps maxxed out.the game is very nice looking nothing like Dirt 3.
the 970 gtx is not a bad card but its basically 3 years old now. so you got a 2017 game with a 2014 card.
the 1070 gtx is the 970 gtx replacement.so ideally for 1080 ultra settings and 60 fps plus thats what you should have.if you dropped the settings down you would probably play really well on the 970 gtx.also if streaming or recording remember that can take upto half of your performance.
(I did btw and I think the prices of graphics cards are totally insane these days)
its because of the view and youtube compression.youtube cant cope with certain things.ingame it looks stunning.

Devs simply don't care about PC gamers these days, it sucks.
