You can delete p-settings.dat easily by pressing Windows key + R to open the Run prompt, then paste in the following command and click Run:
This actually just renames the file so it can be restored in case it's not the cause of the issue.

-turn off Steam Sync
-delete save.dat in the appdata folder
-run the game (OneShot)
This will start you with a fresh save. Turn steam sync back on after you close OneShot again.
