CLOVER DOESN'T WORK! (solved)

ok so, Today i got oneshot and i almost completed it in one sitting, almost. You see im at a point in the game where you cannot do anything, BUT it tells through the wallpaper to open up the file "______.exe" the thing is i have, Alot... I spent about 20 minutes restarting the exe file and the game and yet every time the same thing happens, it restarts the game and chnages the wallpaper, THE EXE FILE DOES NOTHING! I've restarted and checked as many discussions that don't go farther than this and yet they all say that when you retstart the game with the clover.exe, Niko wakes up with a clover. none of that has happened! but here's the thing, I opened clover.exe before, I did when trying to find the document that was in the documents folder on a computer, though me being experienced in mods went to the files of the game and opened it, so i would really like an answer!

Have you tried not closing the file before re-opening the game...?

YES! IVE TRIED EVERY COMBINATION! LEAVING WITHOUT EXITING THE GAME, OPENING WITHOUT EXITING THE GAME, LEAVING WITH EXITING THE GAME, OPENING WITH EXITING THE GAME! A L L

Ok i beat the game, I guess to anyone with the problem, restart your pc and try again, it will work.
