Where do i get a vial of water?

i looked up a walkthrough of the game and i ended up needing to combine the water pill with the vial but... I dont have the vial of water. HELP

The vial is in tge Glen. if you missed it, too bad, you can't finish this side quest, but you can continue the main quest of the game.
