OpenAL is a common audio library used across many different titles. It's typically pre-installed on your system but in some cases it may not be. Steam typically also bundles it in when downloading and installing games it if it detects you don't have it installed, but in this case it appears to not have done that. There are plenty of other games and software that use OpenAL and so if you've been having audio issues this should fix them.
By the way, OneShot is not a waste of your time and money. It is more than worth it, I assure you. It's a great game with a great story that is quite engaging and emotional. It does have some technical issues due to its fourth wall puzzles, but they're all fairly easy to fix, and mainly common issues that affect other games, such as your issue with OpenAL.
