But actually, it looks like there is no sense in doing this:
1. Further search shows that the sound effect phone_dialtone.wav is taken from freesound org: https://freesound.org/people/CGEffex/sounds/95112/ so the number is not that specific to the game. Somebody on freesound made it up.
2. It's a 9 digit number. It's a valid local number length where I live but it doesn't have the country prefix, so even if it works I would be calling someone in my country.
