Report a translation problem
So, you'd arrange the lenses in the following order: Thick lens, concave lens, thin lens, convex lens.
Talk to Kip after you do the part in the library where the robot calls George twice.
Go back to where the camera is and there is an NPC standing near the entrance.
Talk to this NPC and he'll tell you that the street vendors were former workers.
At this point, instead of what the vendors say when you first entered this street, the dialogue will change to give you hints on how to arange the lens.

That's what I did, LOL. There are only 24 combinations, so doesn't take very long to do.
The first hint involves them telling Niko that the thick lens is the left most one. This is the easiest to decipher.
The second hint, one of them tells of the thin lens being in between the two curved lens. This eliminates like 95% of the possibilities and only leaves two possible combinations between the Concave and Convex lens'.
Grant it, I had a little issue with it at first for some reason, but I managed to get it after double checking with one of my friends on it.
