ONESHOT Library Car Not Working

I bought this game two days ago and have gotten to the refuge. Now, when I talk to Dr. SIlverlock, there's no mention of a library card. I've learned I need one, but no matter what I do, she won't talk about it. I've been to the library and I've used the amber to talk to Silverlock, but to no avail. Is there any fix for this?
I also can't use a save point right now because Niko won't sleep in the previous bed and I can't access the one in the library.
Also, would it fix the problem if I uninstalled then reinstalled the game? Or would that be taken as a failure to complete by the game? Not sure how that works.

Do you mean Silverpoint?

I'm pretty sure I remember this is how it happens:

• You talk to the robot at the main counter of the library, try to go around the desk, and exhaust all dialogue. Then go meet Silverpoint for the first time, and when you leave Niko will mention it.
  
• If you have already talked to Silverpoint, after going to the library go back, and Niko will mention it either when you enter, or about to leave.
