Where can I find Blue phosphor?

I know I need it to make the robot soap so I can progress, but I can't find it. I don't want anything spoiled by looking at a guide. Can anyone help?

Hey, thanks. I have no idea how I missed that pool. I guess I must have walked too far up before I went in a circle around the barrens

Put the smoke in the bottle first.
