Other than fullscreen, which isn't recommended, no, not that I've seen.

Nope. That's probably the game's single biggest technical defect. Particularly as some parts of the game specifically require windowed mode. OTOH, if the window could be resized, the other program required for the endgame inside the tower would also need to resize its window to match

FWIW, I just played in full-screen except the parts which require windowed mode. That window is way too small, an artifact of the engine having been designed in the era of NTSC/PAL TVs. Given that no-one uses a resolution below 1920x1080 nowadays, it should probably just force 2x scaling (1280x960 for the client area, plus the frame and title bar).
