This type of game, as you'll see as you play through it, you'll understand why its exclusive to the PC.
Wait, it's possible to emulate games from PC onto a PS4?
OneShot was coded with PC in mind due to its game mechanics, of which, none can be done on a console. One example of this is going into your documents folder when the game tells you to in order to read a file or something. It also does other things, but that's for you to find out.
There's also the fact that the game does quit on its own at certain points where Niko goes to bed to save your game. This can't be done effectively on a console I don't believe.
