From there, simply select the ships you want to repair or rearm until they're highlighted yellow, then hit the wrench at the bottom. They'll move over to the other side of the screen and have a number alongside them; this shows how many turns (disregarding air raids) that it will take to repair and rearm the ship.
Note: When playing as the Germans, there are I believe two such icons in the middle of the ocean. These signify resupply ships. Docking with these will only resupply, not repair.
so would it be best to put all my subs near the ships to get an re supply of Fish when waiting for the next convoy ships to come?
So no there is no reason to move all your subs or ships toward the shipyards.
