Edit: that's a weird example because Tokyo School Life and Oreimo don't have H-scenes, sorry
it's like painting a character in Photoshop BUT u define certain "layers" u painted as certain bodyparts.....
to explain it very simp,e
for example you draw the eyes(opne closed and half open) and the pupil in 2 seperate layers and the program creates certain animations for different "moods" automatically
u set the hair layer as "hair" and the program creates the motions with a physics engine etc.
so the E-mote system is only for animations like in Nekopara where u have alot of changing expressions
even so even the when the char turns the head a little the program itself creates the animation so you don't have to make like dozens of single images.... for the eye blinking, when a characters shakes his head etc.
it's really convienient i mean i created some animation with adobe flash myself and had to make every single frame yourself..... u can turn a a very simple drawn character into an animation....
yet like i said the h-scenes are probably made the old school way, since e-emote made to animate characters like they are in the normal dialogues ^^
but i do admit the hentai scenes and the way the characters are animated is very close to the way how it looks like with e-mote... but since the hentai animations are pretty much just loops with different facial expressions(so only changing eyes and mouth) in different animations speeds, even no movement of the head(like looking from left to right or anything) it would make more sense to use sth that works like adobe flash....
i mean the hentai animations are like 2 different overall positions with like 3-4 different expressions..and they are onky like 1-2 seconds loops.... if you have the patience to check the animations... u also find some little "mistakes (you can see them just so) like where the edge of a layer goes past a point it should in the animation for a blink of an eye.... not rly noticeable if you dont look carefully though, but sad they missed some of those
so i think they just used flash and and some minor program to polish the animation
since you look for something similiar
"boku to koi suru ponkotsu akuma"
it's the same art style and the h-animations are made like just nekoparas
if you want to have a look at them just go on gelbooru and search
"sayori animated" and click at those which aren't nekopara, for one or 2 gifs u have to click "view original size" if the gif won't start moving
the game also has an english patch

other than that:
https://vndb.org/p397
the list of games from the company softhouse seal
this is actually the animation style nekopara tried(and in my opinion also surpassed) to achive
they have ALOT of games, whoch of them have english pacthes is something i can't, but i will look into it.....(since i just researched all that absed on your question and now i wanna play a few of these VNs myself xD)
expect the list withgames who have english pacthes in around 1 or 2 days :D
The artstyle of softhouse seal's games is actually not very interesting (I'm not surprised how that company released so many games in only one year), I don't know how good the stories of those games are but I think I'm gonna try one :P
some are kind obvious but quite cool....
there are some sites where u can find a whole collection of the cgs from softhouse.. well but i think, looking at how popular nekopara was i think that Sekai Project is gonna translate that too.... would be shame if not, considering they did nekopara from the same artist....
since visual-wise nekopara and Boku to Koi are a pretty much new lvl for H-VNs
so i really hope Sekai goes the extra mile xD
i mean they did alot of pretty decent and new games like magical idol michuru, fault, reject demon toko and sunrider academy.....
Don't know if it's actually the first game to use it, it's just the first to use it that i've played.
About the Witch's Garden VN, I think you misunderstand me like Sinon (that I mistaken using simple animation system (Flash) for the H-scenes as using E-mote system for the H-scenes).
Yes, Witch's Garden does use E-mote system, but only the sprites, not the CGs or H-scenes.
(that's the way I mistaken using E-mote for the H-scenes).
So anyway, you don't need to worry about this discussion, it's dead :P
