They are firstly kicked out of homes and left on the street, mind you these are fully sentient beings capable of emotions and free thought.

Secondly they are subject to bell exams which is stated as being only passed by 1 in 10 cat girls and only 5% of those pass on their first try, this is very similar to the literacy tests in the 19th century. If they don't pass these tests they can't be far away from their "master" or they get thrown in jail. Further more they cannot go into segregated areas IE no pets allowed zones even though these girls are shown to be free thinking and sentient beings.

Lastly they are abused for labor and will except minimal pay because of their natrually low iq they get mindlessly put into serving jobs. To add further insult to injury the government understands that these cat girls will never be capable of rising up and overthrowing their masters they decide to allow propaganda to air about not being a push over catgirl (which is the only way to word it for most catgirls to understand).

On top of that the speed at which cat girls mature is terrifying, if they where too gain that much mass in that short of a time span they would be literaly 200 Degrees and only capable of vegitating and eating food until maturity because their metabolism would be soo of the charts literally the only thing they could do is eat because sleeping would mean starvation.

Oh. Well, now that's interesting. I always wondered how they could possibly grow that fast physically and mentally. If what you say here is accurate, then it could never work physically.
