There is a magnet icon on the menu bar to turn on/off the snap for walls and objects. Let us know if the problem remains :)

The snapping (magnet icon) is non functional, toggled on or off, my wall segment snaps like crazy and does not get into the dimensions I need. its driving me insane.

The wall snapping you are mentionning is a feature that was intended to prevent errors and bugs when creating rooms. It is inherent to the room-building system, and allowing a completely free use of the wall tool would be too costly, and raise the minimum system requirements. Home Design 3D is intended for an easy approach to projects, so anyone can build in a couple steps their own design without too much trouble.
