I am aware of this issue and have tried several times to fix it in the past but there's always some cases where the AI seems to struggle to find moves. It all comes down to how movement was initially designed and how players can prevent other players from moving completely just by where they are positioned. This is definitely a flaw in the original design and sadly something that can't really be fixed at this point.
I am really happy to hear you are enjoying the game! Tecmo Cup is the main reason Ganbare! exists as I also played a lot of it when I was young. Years later I discovered it was actually a Captain Tsubasa (my favourite anime as a kid) game with the license removed and have played almost every game in the series. So glad to hear it reminds you of that game.
And yeah, I loved Eddie (Wakashimazu in the original version) too! His special move was sooo expensive though! But worth it just for the animation haha
Cheers,
Ruben
