I cannot guarantee this works for everyone, but apparently, the Chicago server had a file that was corrupt or incomplete - Steam itself realizes this, that's why when you try to validate files, it says a file didn't pass verification and has to be reacquired - and when it reacquires, it just downloads the same bad file, leading to the same crash. The only solution is to switch your download server - like I switched to the Detroit server instead - and either reinstall or re-validate.
