Posting your PC stuff would help.
Steam upper left help and click system information.Videocard and CPU and RAM and windows version.
First make sure your GPU drivers are updated.
Second try to do a verify cache for the game installiation.Maybe it got corrupted.
After that
Try to turn off volumetric lighting,turn off AO,do not use HDAO+ as it is bugged......
Do not use TAA as it is bugged too.....SMAA is likely safe in the current DX 12.......
Turn off FSR.
If it does not work or you just want the version which is likely more stable but lacks a few features such as RT,3D audio,then go download the"beta"patch for the old DX 11 version which is also less than half the size and has less system requirements.

Thanks, for now I've decided to do the DX 11 'rollback' and then maybe reinstall the DX 12 version later. Heck knows if the install got corrupted in the first place. No other game is doing this stuff, so I don't have any hardware or OS issues (that I know of...)
Also slimy/wet surfaces like the dead bird in the microwave and the goop in the fridge glitter like a starfield. Turning RTX on or off didn't have any impact on this.
The puddles on the outdoor path from the car to the guesthouse didn't look that great with RTX either.
Crypto Gamer's advice to pick the second color option did actually help a bit to have the shadow rasterization feel a bit less noticable.
So far from what I can say for my system, the DX12 version increases hardware requirements and system load without providing any noticeable visual benefit.
I'll experiment with the settings some more and if I am unable to fix the visuals for me, I'll switch back to the DX11 version (glad we can do that now).
From there go to the beta tab.
And chose the only avaliable beta version.
It's all about the new ray tracing update, that beta version removes it and puts the game back to normal.
