Capcom would have to do the VR dev all over again, they aren't stupid either, they would have done the costings and worked out if it was worth it or not.

The Capcom leaks were very telling, besides leaking the deals between Capcom and Sony for exclusiveness, $5million for RE7.
Technically none of those articles say that Sony got the rights to the code that Capcom created, but isn't too far of a stretch I guess. Even if that is the case, Capcom would know know roughly how much it'd cost to code this from scratch for PC. That's why part of my suggestion was for a Kickstarter campaign. They set the goals and if they're not met, then no one loses any money.
"Stadia paid Capcom $10 million USD to put RE7 and RE8 on the platform. Sony paid $5 million USD for RE7 VR/timed DLC/demo exclusivity." It is there, in the summary of the leaks.
Ah, I dunno. So much of the game feels like VR was in mind for a long time. Sony knew they were making a VR headset for a long time, and they would have been seeking deals for VR exclusivity for a while before we knew about it. I mean, "Kitchen" was shown in 2015, Capcom knew they were making a VR resident evil game back then and they would have had known a decent amount of time before then as well. considering development only started in 2014, it is most likely that it was intended to be a game with VR compatibility since development started.
