How to fix: Go to game page in library, untick the DLC and then tick it again. It'll start downloading

Just uncheck->recheck the box next to it and it should download it.

If this doesn't work for you, you can manually search for Not a Hero in the Steam store.
Click Play Now and the game will launch. Once at the main menu, exit the game and the DLC should start downloading. This worked for me.

Same. Click the Install Game link provided by OP - if it launches RE7, just quit the game. In Steam browser, Go to Games -> RE7 -> Not A Hero -> unclick and click, it will begin downloading confirmed.
