As for Chris and leon together, i really don't care much seriously.
Because they work for different organizations. Chris is with the BSAA which is an ONG, while Leon works under the US Government. There's no reason for them to be working together unless the plot requires so.
They know each other since 1998. During the events of RECV Claire contacted Leon via e-mail asking him to locate Chris. That's when they met each other for the first time.
But it doesn't really matter if they met face-to-face or not at that first time. It's been plenty of years anyway and they both had to know each other sooner or later. They were in contact with Claire, and they where both fighting in the shadows to destroy Umbrella at that time.
Things happen, even if we don't see them happening in the games/movies. You can also see how in RE6 Sherry already knows Chris or in RE Vendetta Leon and Rebbecca know each other too.
Chris also knew about Leon's exploits after the events of RE4 in RE5 where he mentioned about the Las Plagas incident in the "Kennedy Report" during the course of the game. Kennedy being Leon's last name.
Yet it's hard to say which is tougher, as Leon can land from 20 meters on his back unharmed, and also has the vehicle crash survival record :P
